The issue focused on whether or not George Bush should have been prosecuted for signing an executive order setting up a panel to investigate whether Iraq had weapons of mass destruction. 
 
 First off, while this seems like a silly question, there are certain branches of government that do make decisions about whether or not they should be prosecuted. That seems like it should be done by a cabinet level, or an independent agency, but these offices have different authorities. 
 
 Also, if they did decide to prosecute*, then there would have been no president for 7 years.
