The issue focused on their legal rights to vote.

Holland's attorney, attorney William Skadak, said the court was right to issue a stay.

"The court's decision is not an illegal one. It is a legal one that was required by the law and the court's decision is not an illegal one," Skadak said.

The court will hold a hearing on the stay on March 20.
