Cruz gave two speeches before House committees during his presidential campaign in December 2014. His proposed revenue increases would rise more quickly than budget projections would allow. At that point, Cruz ran well ahead of Romney by six percentage points among registered voters and nine percentage points among registered independents. But those gains eventually stalled after Romney pulled ahead in November.
