The issue focused on that — the idea that some players are being played for what they may be worth, and not their true value.

"I just don't think it's been our job to know who is good," said Sen. David Vitter (R-La.), a former House staff member. "We have to play by the rules. It's in the book. This was an area of concern to me. I would like to see us make sure we look at this as a process.
