The issue focused on two rights: political rights of legal residents to bring civil actions and economic rights of illegal immigrants, both which were limited in law.

Rafael Lomax, the justice minister, said that since law enforcement had more direct control over criminal laws than federal courts, any court ruling would be issued by federal judges. "We have nothing against federal courts or federal legislation but we do not want it to come from government," he said.
