The issue focused on legislation introduced by legislators after Gov. Jerry Brown signed Senate Bill 40 into law last week. Lawmakers originally voted in April to legalize recreational marijuana use for adults 21 and older. But legislators amended the legislation this month to prohibit retail sales of recreational marijuana within cities with populations between 500,000 and 2 million people. The legislative intent was that legalization would continue throughout California if legislators intended it to do so statewide.

Brown vetoed SB 40 earlier this year because he believed his signature legislation wouldn't cover
