Mr Justice Crocker told parliament he wanted to focus on fraud rather than corrupt practices. He also warned against prosecutors pursuing criminal prosecutions for filing allegations without judicial oversight. The Attorney General's Office had prosecuted six senior figures in financial misconduct since 2000. Mr Justice Crocker said prosecutors should try criminal prosecution only if there were legitimate reasons for prosecution.
