The issue focused on "the technology of digital devices, software and Internet systems to create virtual machines that can be used in electronic prisons."

Citing research by computer science professor Michael Stoll, Wohlforth said computers are being used to enforce laws with far more accuracy than before.

"We do not have the technologies we need to meet our legal requirements," he said.
