The issue focused on the availability of study units in Virginia and the District of Columbia. Carper said that passing the measure would make it possible for all students to attend public colleges and universities for free.


"While I have enjoyed my experience working with over 50 other governors and state legislators to fight for better college affordability across the country, some have argued that the district of Columbia has a higher cost of living than the commonwealth of Virginia," Carper said in a statement announcing his support for the bill.
