The issue focused on an unidentified company that had supplied oil and gas companies with services that they did not use, said a spokesman for the company, not a government agency. He declined to identify the company and could not say how much fuel a company using gas from an old plant might have used for its own customers.


"That's not how oil companies operate and that is not how any other government industry works," said the spokesman, who spoke on condition of anonymity because the company is not publicly trading.
