The issue focused on two large properties with separate networks of private business and individual members. Both are not connected to the government and said they had done nothing illegal by seeking to establish a company for that purpose to avoid local political and economic considerations.


The court was told that the two properties are in a narrow part of Beit Hajar and could not be easily accessible by public transport or within walking distance of the Red Sea or Golan Heights. The developers had also hidden money from local elections and taxes
