The issue focused on the use of force by a police agency in the city and the use of force by the department on the streets of Baltimore as well as the city's response to protests.

In a statement released late Friday afternoon, Mayor Stephanie Rawlings-Blake said her team will conduct a full review of the report, which she said should be completed by the end of the day.

"This is not the end of it, it's the beginning of the process," she said.
