The issue focused on a few issues. One was whether it's acceptable for the government to force the government to pay millions of dollars in damages damages for a lawsuit brought by a small business owner who lost his business, his life savings, and hundreds of thousands of dollars in property damages. The court also found that there's a reasonable dispute between the government's theory of liability and plaintiffs attorney's theory of defense to the claim.
