The issue focused on whether the federal government should continue to collect data on Internet usage and other Internet usage data under the Digital Privacy Act. But it also raised privacy questions, such as how the government would collect data on how Americans used the web in 2014, and how much data the government has access to.

The Obama administration and congressional Democrats have pushed for greater data collection, particularly in light of the National Security Agency's surveillance efforts that were disclosed in The Guardian and The Washington Post.
