The issue focused on the use of the word "sexually explicit" in the definition of sexual abuse by child sexual services workers.

The panel included experts and academics, including Dr Michael Gervais who led a review of the current research into the subject, and former Australian government minister Dr Michael Gove who heads a national review group, called the National Commission on Child and Adolescent Sexual Health.

They said that a definition of child sex abuse was needed to help protect children from sexual exploitation.
