Abstract: Highlights•A universal framework of joint spatial and temporal prediction for video reversible data hiding is proposed.•An inter prediction method based on the double-layered video partition scheme and motion estimation is proposed.•A cover pixel selection principle that helps to decrease modifications to pixels with large prediction errors is proposed.
