Abstract: Highlights•SPC incentive mechanism combines the advantages of VCG mechanism and Core-selection mechanism.•Four properties of the SPC incentive mechanism are proved from both theoretical and experimental aspects.•SPC mechanism saves expenses of the task assigner and minimizes the greatest regret of federated learning participants.•The data quality evaluation mechanism is designed.•The complete mechanism deployment process is described.
