Abstract: Highlights•The control of epidemic spreading is modeled as an optimization problem.•A structure optimization strategy based on memetic algorithm is proposed.•A modified simulated annealing algorithm is proposed as the local search strategy.•The proposed method can lower and heighten the thresholds to control the epidemics.
