Abstract: Highlights•A novel framework is proposed to jointly design user-centric BS clustering and resource allocation in 6G heterogeneous UDNs.•Two independent sub-problems are formulated, after which a user-centric BS clustering algorithm and a user-centric resource allocation algorithm are respectively developed.•The advantages of the user-centric BS clustering algorithm and the user-centric resource allocation algorithm are verified.
