Abstract: Conversations around AI safety tend to centre on regulatory frameworks, technical specifications, and institutional compliance. Through the perspective of arts and cultural production, we argue that we urgently need approaches centred on developing public imagination and localized capacity to steward AI infrastructures and generate shared knowledge. Drawing on Soetsu Yanagi’s Mingei philosophy, Lambert Zuidervaart's concept of imaginative disclosure, and ecological models of intelligence developed through arts practices, Cultural Fermentation proposes that arts and cultural programming constitute core safety infrastructure as the generative prior condition without which governance cannot take root in communities rather than as a supplement to technical governance.
