Abstract: Highlights•Image downscaling introduces numerous artifacts such as aliasing, ringing, and blurring.•A simple end-to-end architecture cannot suppress artifacts generated when downscaling images.•Most artifacts are closely related to the frequency domain of the image.•The frequency domain-based divide and conquer approach can effectively suppress artifact generation while maintaining image quality in image downscaling.
