Abstract: Highlights•We study a new satellite imaging data transmission scheduling problem (LLSIDNTSP).•A Specific Time-Evolving Graph (STEG) model is proposed to formulate the LLSIDNTSP.•A Sequential Two-Phased Heuristic Algorithm(STPHA) is proposed to solve the problem.•Extensive experimental results demonstrate high efficiency of the proposed method.
