Abstract: Highlights•A global and local collaborative learning network is proposed for OIQA.•A learnable patch selection paradigm is introduced to represent the whole VP.•We proposed to align with the hierarchical perceptual progress of the HVS.•Comprehensive experiments demonstrate the superiority of the proposed network.
