Problem Statement: To establish an Open Archiving Database Infrastructure - A Community-Led Digital Archive for Pakistani Research and Pakistan research community.
Proposed Activities: For establishing PADI, following activities will be executed. 1. Community Involvement: Involving academics, organizations, and students from all around Pakistan to energetically participate in adding their scholarly works to the database. 2. Needs and Research Assessment: Carrying out an inclusive examination to understand the demands of the academic community and future users. Discussing necessities and features for the Pakistan open Archiving database infrastructure with the appropriate parties. 3. Infrastructure Planning: Creating a detailed strategy for the database infrastructure, taking into account hardware, storage, and networking options. Architecting Infrastructure and database administration 4. Software Development: Creating a web platform that is user-friendly for the digital collection. 5. Content Collections: Creating a process for gathering and consolidating intellectual output from institutions and scholars. 6. Licensing and Copyright Management: Create policies and procedures to make sure that the archived content is properly licensed and that all copyright requirements are met. 7. Community Outreach: Using Conferences, workshops, seminars, and social platforms to network with the educational community in order to increase awareness and encourage involvement. 8. Open Access: Ensuring that all PADI-hosted content is freely available to the public in order to lower barriers to information sharing. 9. Curation and Preservation: Implementing strong curation and preservation techniques to protect the authenticity and integrity of the archived works. 11. Promotion of Indigenous Knowledge: Encouraging the inclusion of indigenous knowledge and its preservation across a range of disciplines. 12. Collaboration and governance: Creating a multi-stakeholder governing board made up of representatives from academic institutions, research organizations, libraries, and pertinent governmental entities in order for long-term viability of PADI. 13. Technology Infrastructure: The following aspects will be incorporated into the design of PADI's technical infrastructure: a) Scalability: b) Security: c) Interoperability: Basic Timeline Months 1-2: Research and Needs Assessment; Months 3-5: Software Development; Months 6–8: Licensing and Copyright Management; Months 9–12: Sustainability; Months 13–18: Finalize and Launch Pakistan Open Archiving Resources and Expertise Needed: 1- Collaboration with academic institutions, research organizations, and community members 2- Committed team with a variety of skills and adequate finance. 3- A specialist in database management; 4- An architect of the infrastructure; 5- software developers (frontend and backend); 6 - Designers of UI/UX 7- Experts in the field of data collection, curation and preservation will be required. 8- Academics from a variety of professions who are subject matter experts 9- Legal Consultants (Licensing and Copyright) 10- Experts in Community Outreach.
Openness: The Pakistan Open Archiving Database Infrastructure - A Community-Led Digital Archive for Pakistani Research is the proposed endeavor, and it is open in a variety of ways. First, it is community-led, involving participation and input from a range of academic and research community members. This encourages openness and diversity in the decision-making process. Second, the infrastructure is made to be usable by a variety of users, including academics, researchers, and members of the general public. This transparency enables the distribution of information and research results to a larger audience. Additionally, it is expected that the database infrastructure would adhere to the principles of open data, which implies that the information gathered and saved will be publicly available for reusing and redistribution. As a result, sharing and teamwork among researchers are encouraged, advancing knowledge. Overall, the Pakistan Archiving Database Infrastructure's transparency strives to foster an atmosphere that promotes participation, openness, and the unrestricted sharing of knowledge within the Pakistani academic community and beyond.
Challenges: Challenges: Building database infrastructures and community-led digital archives will be difficult. The Pakistan Archiving Database Infrastructure may face the following challenges: 1. Data Collection and Quality: Obtaining accurate and diverse data from a variety of sources is will be a challenge. 2. Technical Infrastructure: If there is a lot of data and user engagement, it may be difficult and expensive to build and maintain a strong and scalable digital infrastructure. 3. Data Security and Privacy: It will be a challenge to put strong security measures in place to guard against unwanted access and data breaches. 4. Collaboration and Community Engagement: Getting researchers' and institutions backing and active participation will be a great a challenge. 5. Long-term Sustainability: Careful planning and a committed team will be a challenge to maintain the archive's operations and keep it current over time. 6. Addressing copyright and intellectual property issues when archiving research materials could present ethical and legal difficulties. 7. Content in Multiple Languages: Considering Pakistan's linguistic variety, managing and arranging content in multiple languages will be not easy. 8. User Accessibility: To ensure the database's impact, it will be another challenge to make infrastructures, user-friendly and available to people with different degrees of technological expertise.
Neglectedness: There is no other source of funding for this type of work as per my knowledge. It is our first time to apply for funding for this kind of work.
Success: The success of PADI will be measured through: 1. Tracking the amount of academic papers, books, and other resources that are continuously being added to the database. 2. Measuring the extent of community participation and involvement from the Pakistani research community. 3. Evaluating the archive's usability for different types of users, such as researchers, students, and the general public. 4. Considering the authenticity and usefulness of the materials being added to the repository to ensure that the database maintains high standards for research content. Also implementing a peer-review procedure or other curation techniques. 5. Evaluating the database's influence on Pakistani research and education. 6. Collaborating with academic institutions, libraries, and research organizations. These alliances will expand the archive's audience and reputation. 7. Assessing the database infrastructure's effectiveness and dependability in order to guarantee the platform runs smoothly. 8. Deploying surveys or other methods of gathering user feedback to determine how satisfied people are with the archive/ PADI.

LMIE Carveout: As per the world Bank classification, Pakistan is classified as Lower Middle Income Economy, (https://datahelpdesk.worldbank.org/knowledgebase/articles/906519-world-bank-country-and-lending-groups). The working locations of myself (Principle Author) and my team is Pakistan, therefore, this project will be carried out from Pakistan (LMIE). Further, the location of project community maintainers also from Pakistan but, since the projects' community is an open community and open infrastructure this it's contributors and users will be from all of the world.
Team Skills: 1. PADI's team possess a diverse range of technical skills, including database management, data architecture, data integration, and system administration. 2. PADI's team members are well equipped to develop a comprehensive and effective database system that meets the specific needs of archiving in Pakistan. 3. PADI's team can demonstrate a high level of data management capacity to handle vast amounts of historical data. The team is proficient in data storage, retrieval, backup, and security to safeguard the valuable archives. 4. PADI has diverse team with members having lived experiences and awareness related to Pakistan and they understand the nuances of the archiving needs and requirements for establishing the inclusive and contextually relevant database infrastructure. 5. Establishing successful partnerships with relevant institutions will be crucial for PADI's success. PADI team members maintain intensive collaborations with open infrastructures and other organizations promoting open infrastructures such as DOAJ, Crossref, FORCE11, NASA, UNESCO, Creative Commons, PLOS etc. 6. PADI team members are Staying up-to-date with the latest advancements which can ensure PADI's success. 7. The team of PADI has Effective project management skills which are essential for planning, executing, and monitoring the development and implementation of the archiving database infrastructure within specified timelines and budgets.
