Fair Equality of Chances for Prediction-Based Decisions

Abstract: This article proposes a fairness principle for evaluating decisions based on predictions. It argues that decision rules are unfair when people who are equal with respect to justice-relevant features lack equal statistical prospects of benefit or harm because of morally arbitrary social traits. The account connects algorithmic fairness to broader theories of distributive justice.
