Abstract: This paper analyzes how delegation to AI systems can weaken human accountability in public administration through distributed responsibility, induced acceptance, and acceptance through ignorance. It argues for both public transparency and auditor-facing transparency, grounding these requirements in democratic self-government, and evaluates AI public-sector guidelines against this account.
