Abstract: Highlights•The cell switch-on (CSO) problem in 5G networks is addressed with dynamic MOEAs.•A novel restart operator for the CSO, named ACR, has been introduced.•The dynamic MOEAs with the ACR operator better track the changing Pareto front.
