Abstract: Highlights•We clarified the meaning of the “Congestion Level” (CL<math><mrow is="true"><mi is="true">C</mi><mi is="true">L</mi></mrow></math>) indicator.•We defined a related “Congestion Number” (CN<math><mrow is="true"><mi is="true">C</mi><mi is="true">N</mi></mrow></math>), and explained its advantages.•We tested the CN<math><mrow is="true"><mi is="true">C</mi><mi is="true">N</mi></mrow></math> using simulations, controlled experiments and real world data.
