Advancing the adoption of Open Science publishing practices among Ukrainian academic book publishers in partnership with international Open Science Infrastructure service providers.

Problem Statement: In the context of the accelerated efforts of Ukraine and the EU to ensure future EU membership, Ukraine has issued its Open Science Action Plan, to align with EU Open Science policies. There are many ongoing initiatives in the area of OS in Ukraine, such as a wide adoption of OJS for journals. However, there is very little activity around OS infrastructure services and OA for academic books. This project targets academic book publishers in Ukraine, to introduce OS infrastructure services for books and support adoption of OS infrastructure services. The project will engage with international OS infrastructure service providers in various areas, including funding, publishing, quality assurance, hosting, analytics, dissemination, persistent identifiers, metadata management and data management. These infrastructures will preferably be community governed and not for profit, using guidelines such as those established by SCOSS. The project aims to seek support from infrastructures through training and support with implementation of services free of charge to Ukrainian publishers. There are several challenges to consider in this project, including awareness and knowledge of OS among book publishers, technical knowledge, language barriers and the severe impacts of the war. However, it is imperative that Ukrainian academic book publishers are included in the transition to OS, to improve the impact of Ukrainian academic books and align with EU policies.
Proposed Activities: Phase 1. Project preparation (month 1) The steering group, consisting of representatives of SUPRR and TSNUK (see below point 13. Affiliations for details), will be responsible for overseeing the project and primary contacts with OS infrastructure providers. The steering group will establish an Advisory Board, made up primarily of Ukrainian tertiary level publishing representatives while also including individuals with expertise in implementing OS infrastructure services elsewhere. The steering group will organise a virtual kick-off event with the advisory board and project team. The project team will create a longlist of OS Infrastructure service providers (an indicative list of organisations that may participate in the project) through desk research. Phase 2. Engaging with OS Infrastructure providers (month 2-5) The steering group and advisory board will hold a workshop to establish requirements and admission criteria for OS Infrastructure service providers, and to prepare an open call for participation. Open a call and directly invite selected OS infrastructure providers to join the initiative. Interested Infrastructure providers take part in an application process, including submission forms and supporting information. Responses are evaluated by the advisory board, resulting in a shortlist of Infrastructure providers. This stage is finalised with formal commitments. Phase 3. Engaging Ukrainian academic book publishers (month 4-7) Invite Ukrainian book publishers to participate through an open call and direct invitations, supported by Ukrainian publishing organisations. The call will be a part of an awareness campaign. Publishers declare their interest by providing information about their book publishing operation and become participants in the project by declaring their commitment. Phase 4. Developing supporting materials and resources (month 5-9) In close cooperation with the participating OS infrastructures prepare a guide to OS infrastructure services for Ukrainian academic book publishers. The guide will include a selection of existing OS resources, filling gaps where needed, and recommendations on the alignment of the editorial policy and publishing ethics of Ukrainian OS publications. The guide will be translated and made available in English and Ukrainian. Prepare a training program to introduce and support implementation of OS infrastructure services for participating Ukrainian publishers (Webinars). Launch awareness campaign to promote the OS infrastructure services further and beyond the project through social media, FAQs and other means. Phase 5. Implementation (month 9-24) All materials supporting implementation will be available through existing websites of SUPRR and TSNUK. Conduct training for Ukrainian publishers on implementing OS infrastructure services in a series of webinars and follow up consultations in partnership with OS infrastructure service providers.
Openness: The materials produced will be open and promoted for further use after the project is over via the website and through other channels. The OS infrastructure service providers will be encouraged to make their services freely available to Ukrainian publishers for a period of time beyond the end of the war while Ukraine recovers. The published output will conform to OS criteria.
Challenges: Sufficient resources to work effectively throughout the Ukrainian academic book publishing world Effective outreach amongst the Ukrainian academic book publishing sector to motivate the transition to OS and the adoption of infrastructure services.
Neglectedness: The proposed plan is new and has not been submitted elsewhere Follow up funding opportunities will be pursued. We will actively engage with the EU to seek financial support to ensure sustainability and expansion of the tools and know-how created by this project.
Success: Outputs: 1. A group of OS infrastructure service providers which are ready to provide advice and services to Ukrainian academic publishers. 2. A number of Ukrainian academic book publishers joined the initiative through an open call. 3. A comprehensive guide to OS services created in partnership with participating OS service providers 4. A training program prepared to support Ukrainian publishers in the implementation of OS services 5. Awareness campaign to disseminate the guide is conducted: a. The guide translated into Ukrainian and its English and Ukrainian versions uploaded online in open access. b. Training conducted for Ukrainian publishers on implementing OS services. c. FAQ created and uploaded online explaining the benefits of adopting OS services. d. Social media campaign conducted targeting academic book publishers in Ukraine. Outcomes: 1. Strong cooperation between OS service providers and Ukrainian academic book publishers established. 2. Participating publishers demonstrate increased effectiveness by improving impact, integrity and access and serve as showcase for wider adoption 3. Ukrainian book publishers adopt OS publishing practices and show strong commitment to comply with EU OS policy 4. Ukrainian academic book publishers get more integrated into the global OS system.

Affiliations: SUPRR will be the lead organisation in partnership with the Coordination Center for the Publishing of Scientific Journals “Bulletin of Taras Shevchenko National University of Kyiv”. Supporting Ukrainian Publishing Resilience and Recovery (SUPRR) was established in the light of the full scale invasion of Russia to Ukraine. The goal of the SUPRR initiative, stemming from the Central European University and its Press is to provide strong support mechanisms to the Ukrainian publishing industry by building the virtual bridges between the Ukrainian and Western publishing communities. SUPRR’s vision for Ukraine is a healthy and modern publishing sector that delivers on the educational and general reading needs of the Ukrainian population both in Ukraine and those temporarily displaced due to the war. SUPRR is building a network of organisations and individuals that can deliver real and tangible assistance. SUPRR’s strategy is to develop and deliver on projects that make an impact and help Ukraine publishing remain resilient during the time of war and more importantly to emerge into a strong and equal participant of the market after the war as part of reconstruction and the EU accession process. Taras Shevchenko National University of Kyiv (TSNUK) The main partner within TSNUK is the Coordination Center for the publishing of scientific journals “Bulletin of Taras Shevchenko National University of Kyiv”. The goal of the Coordination Center is to form a strategy for the publishing activity of the editorial offices of scientific journals “Bulletin of the Taras Shevchenko National University of Kyiv”, a common editorial policy, ensuring uniform approaches to the publication of the Bulletin of the University, monitoring compliance with the requirements established by the current legislation, national and international standards, regulatory documents of the University.
LMIE Carveout: Ukraine falls into the LMIE category of country. It is also crucially important at this stage to support its ability to radically reform its methods of scientific communications. The lead in this project is the Central European based initiative SUPRR in partnership with TSNUK in Ukraine and with engagement from various organisations in Western Europe and the USA (see SUPRR Partners page). The project is aimed to benefit Ukrainian academic book publishers. The budget is intended to cover contributions from Ukrainian professionals.
Team Skills: Ganna Kharlamova is a professor at the Faculty of Economics at TSNUK, Deputy Chair of the Center for the publishing of scholarly journals; editor of Access to Justice in Eastern Europe Journal ; Member of the Ukrainian Regional Chapter of EASE. Maryna Zhenchenk is a publisher and editor: formerly at the Parliamentary Publishing House of the Verkhovna Rada and at her own Publishing House Zhnets. She is professor at the Institute of Journalism at TSNUK. She is also an Expert of the National Agency for Higher Education Quality Assurance and Сhair of the Center for the publishing of scholarly journals. Iryna Izarova is a Professor at the Law School of TSNUK and Deputy Chair of the Center for the publishing of scholarly journals; Editor-in-Chief of Access to Justice in Eastern Europe Journal; Chair of the Regional Chapter of EASE. Eelco Ferwerda is an independent consultant in open access and scholarly communication. Previously director of OAPEN and DOAB, both dedicated to OA books. He is on the Scientific Board of DOAB and the Editorial Advisory Board of the OA Books Toolkit. Frances Pinter is the Executive Chair of CEU Press, formerly CEO of Manchester University Press, founding Publisher of Bloomsbury Academic and founder of Knowledge Unlatched, developing sustainable business models for OA books. Ira Nikolenko Program Manager with SUPRR and has extensive experience in international development in Ukraine in the fields of community activism, human rights and reforms.
